Administrative Growth in Colorado's Largest School Districts

Introduction 

On June 4, 2026, CSI released Administrative Growth, Student Decline, and Academic Performance in Colorado's Public Schools. The report found that between the 2021-22 and 2025-26 school years, Colorado's public schools added 263 administrators, a 13.1% increase, even as enrollment and the teacher workforce shrank: students declined 1.8% and teachers 1.3%. This divergence is not new. CSI’s 2024 report Administrative Growth in Colorado's Public School System documented how administrative growth had outpaced enrollment since 2020.

This report takes an in-depth look at district level administrative growth in Colorado. At the district level, administrative growth is concentrated in a handful of districts. Of Colorado's 178 districts, only 55 added administrators over this period, while 33 cut back and 90 remained unchanged. The state's 15 largest districts by enrollment, which together serve 69% of Colorado's students, account for 70% of the net statewide administrator increase. This report focuses on how administrative staffing has tracked enrollment, what it has cost, and whether it has produced stronger student outcomes among these districts.

While this report will primarily focus on the 15 largest school districts in Colorado, this report’s appendix includes all personnel, enrollment, and test score data for all districts in the state.

Note: Administrative positions in Colorado are separated into five levels which cumulatively make up “administration.” These positions are listed below:

  • Superintendent
  • Assistant/Deputy/Associate Superintendent, Senior Executive, Executive Director, Director of Special Education
  • Non-Instructional Manager, Director, Supervisor
  • Instructional Manager, Director, Assistant Director of Special Education, Supervisor
  • Board of Cooperative Educational Services (BOCES) Director

Key Findings

Colorado’s largest districts added administrators while serving fewer students

  • From 2021-22 to 2025-26, the 15 largest districts increased administrators by 16.2% while enrollment fell 1.6%.
  • These districts lost more than 9,000 students but added 183 administrators.

Administrative staffing grew while classroom staffing declined

  •  The 15 largest districts lost 577 teachers while adding administrators.
  •  Students per teacher stayed flat at 16.2, while students per administrator fell from 520 to 441.

Denver Public Schools accounted for a disproportionate share of administrative growth

  • DPS accounted for 43% of the net administrator growth among the top 15 districts.
  • DPS employs 571 administrators, more than the next 10 largest districts combined, despite serving far fewer students.

Academic outcomes remained mixed despite added administrative capacity

  • Average SAT math proficiency fell from 36.1% to 33.6% across the 15 districts.
  • Reading/writing rose from 59.4% to 62.0%, but only three of the 15 largest districts improved in both subjects.

Districts should show whether added administration improves student outcomes

  •  Mesa County Valley 51 posted the strongest combined SAT gains while reducing administration by 21.2%.
  •  In a tight budget environment, administrative growth should be tied to measurable benefits for students.

The State's Largest Districts Expanded Administration Faster than Enrollment and Faster than the Statewide Rate

Across the state, enrollment precipitously dropped between the 2021-22 and 2025-26 school years. Of the top 15 school districts by enrollment, nine have lost students while only six have gained. In the last 5 years, the top 15 districts have experienced a net loss of more than 9,000 students. Jefferson County R-1 has lost the largest number of students at 4,276, a 5.5% decrease. School District 27J has experienced the largest increase of students, growing by 3,952 students, a 19.4% increase in students.

Despite the overall decline in enrollment, the number of administrators has continued to grow across the top districts. Between the 2021-22 and 2025-26 school years, Colorado's 15 largest school districts increased their administration by 16.2% while student enrollment fell by 1.6%.

From the 2021-22 to 2025-26 school year, 12 of the 15 largest school districts expanded administration. Two districts, Aurora Public Schools (-1) and Mesa County Valley 51 (-7), cut back on their administrative roles, while Adams 12 Five Star Schools remained unchanged. Across the board, this resulted in a net increase of 183 administrative roles among the top 15. DPS accounts for 43% of this increase (+78), with the next largest contributors being District 27J (+23), District 49 (+20), Cherry Creek (+13), and Colorado Springs 11 (+13). These 13 districts accounted for roughly 70% of statewide administrative growth.

While the number of administrators has continued to grow, the number of teachers has declined in the largest districts. Across the largest 15 school districts, there has been a net loss of 577 teachers (-1.59%). The result is a dropping student-to-administrator ratio and a steady student-to-teacher ratio.

While Colorado’s student-to-teacher ratio has remained essentially flat in recent years, the state’s growing number of administrators has reduced the number of students per administrator by 16%.

Despite the relatively low number of administrators added across the top school districts, administrative salaries are typically higher, resulting in millions of dollars of shifting costs.

In 6 of the 15 Largest Districts, Administrative Staffing Increased While Enrollment Fell

Cherry Creek 5, Jefferson County R-1, Boulder Valley RE-2, Douglas County RE-1, St. Vrain RE-1J, and Poudre R-1 all added administrative positions amid falling enrollment.

Between 2021-22 and 2025-26, administrative growth outpaced enrollment by 17.8 percentage points. This explains the widening divergence between enrollment and administrative growth, as visualized in Figure 4 below.

Enrollment in 6 of the 15 districts rose between the 2021-22 and 2025-26 school years. However, as evidenced by the figure below, these districts’ rates of administrative growth were not proportionate to their enrollment trends. The lowest relative increase was in Greeley 6, which still had an administration growth rate three times the student growth rate.

Among the top 15 districts, the share of students meeting expectations on the SAT in both math and reading/writing did not improve. Math SAT proficiency, averaging about 36% in 2020-21, declined. Across the 15 districts, math proficiency fell 2.5 percentage points on average (down in 12 of 15) while reading/writing proficiency rose 2.6 percentage points (up in 13 of 15).

Denver Public Schools, St. Vrain RE-1J, and Mesa County Valley 51 are the only districts on this list whose students improved in both reading/writing and math. Mesa County Valley 51 led the districts in total gain with a net 10.7 percentage point increase. District 49 saw the greatest decline in proficiency, with a 15.5-point loss in reading/writing and a 14.4-point decline of students meeting or exceeding expectations in math. Across the top 15 districts, there is no clear correlation between numbers of administrators and test score outcomes. Districts across the state gained in reading and writing, while only a handful of districts made gains in math. The number of administrators relative to students and teachers in each district seemingly had no impact on any of these outcomes.

SAT data for the 2025–26 school year is not yet available. The data presented in this section reflects the most recent five-year period for which SAT data is available.

A Closer Look at Denver Public Schools

Out of the top 15 largest school districts, Denver Public Schools accounted for 43% of the net administrative growth from 2021-22 through 2025-26. Over this period, DPS added 78 administrators, exceeding the 71 administrators added by the next 10 largest districts combined while serving far fewer students.

Despite serving less than a quarter of the number of students enrolled across the next 10 largest school districts, Denver Public Schools employs more administrators than all those districts combined.

Across the largest 15 districts, Denver Public Schools has the lowest number of teachers per administrator at one administrator for every 11 instructional staff. Other large districts, including Jefferson County R-1, Aurora Public Schools, Douglas County RE-1, Poudre R-1, and Mesa County Valley 51, all have more than 40 instructional staff for every district administrator. Mesa County Valley 51 is the only district that increased its number of teachers per administrator.

Part of the contributing factor to this could be the relatively large number of schools under Denver Public Schools’ administration. Still, Denver Public Schools employs 2.96 administrators per school, well above the average of 1.2 across the largest districts.

The students per administrator ratio of DPS (156:1) is 57% lower than the second-lowest ratio, that of Greeley 6 (362:1) and 79% lower than the average ratio of the 14 other districts (727:1). This shows the immense scale of DPS administration compared to those in other districts even given the state’s largest student body.

Bottom Line

Between the 2021-22 and 2025-26 school years, the 15 largest school districts in Colorado increased administrative employment by 16.2% despite a 1.6% decrease in student enrollment. Over that same period, student SAT performance showed no significant improvement in total proficiency, though reading and writing scores experienced improvement across several districts. The number of administrators in the largest school districts had no discernible effect on student performance.

Denver Public Schools, St. Vrain RE-1J, and Mesa County Valley 51 were the only three districts to post gains in both SAT subjects. They are notable outliers in an otherwise static or declining student performance landscape where most schools gained in reading and writing proficiency but declined in math. Mesa County Valley 51 decreased its administrative employment by 21.2%, the largest on this list by a wide margin, yet yielded the highest net gain in SAT proficiency at 10.7 percentage points.

In a time of extremely limited state budget flexibility, policymakers at the state and district level should outline how an increasing allocation of resources to administration creates positive outcomes for students in Colorado.
